Kazakhstan changes state support rules for citizens in need

Tengrinews.kz — Kazakhstan is changing the rules for providing state support to low-income citizens, according to 24.kz.
The focus will be not only on cash payments but also on helping low-income families achieve a stable income. The changes concern targeted social assistance, which is provided to citizens facing difficult life circumstances and in need of state support.
At the same time, able-bodied recipients are provided with a social contract, which involves participation in employment support measures — for example, job search assistance, training or learning a new profession. State support will also remain in place for families with children.
Thus, the purpose of the system is not simply to compensate for low income, but to help people gradually move away from dependence on social assistance and gain the ability to provide for their families independently.

“The social situation can vary from region to region in our country. Therefore, we cannot apply exactly the same approach to all families and regions. When assessing need, regional specifics, income levels and digital tools are taken into account. This allows us to see the situation of a particular family, including its composition, income, employment and other factors. Our task is to ensure that social resources are directed specifically to citizens who truly need them,” said Asiya Kurmankulova, Deputy Director of the Social Assistance Department at the Ministry of Labor and Social Protection.
