India's Kashmir records high voter turnout – without Modi’s BJP on ballot

There were two surprises when Kashmir went to the polls in the fourth phase of India's general elections. One, the ruling Hindu nationalist party, the BJP, was absent on the ballots. Two, the turnout was high by Kashmir's standards.
